On February 5, 2026, the San Francisco Planning Department published its General Plan Evaluation for a proposed 33-story residential tower at 598 Bryant Street in SoMa. N17 is responsible for the application and filing on behalf of property owner Allrise Capital.
The project has been confirmed as eligible for streamlined environmental review under the California Environmental Quality Act (CEQA). The approval letter states that no actions are required from the city’s Planning Commission, but further steps will be needed from the Department of Building Inspection, Department of Public Works, and the San Francisco Fire Department.
N17 Development founder Oisín Heneghan said to YIMBY that “we are making progress” and the project is moving forward. BDE Architecture is leading design efforts with Creo Landscape Architecture. The planned structure will stand at 355 feet tall and provide approximately 430,180 square feet, including space for 395 apartments, ground-level retail, a parking garage with stackers for 32 cars, and storage for 99 bicycles. Apartment types will include studios, one-bedrooms, and two-bedrooms.
Amenities are expected to include a second-floor co-working lounge, a third-floor open deck, and a rooftop terrace featuring an indoor amenity space and pool deck. Of the total apartments, 47 units will be designated as affordable housing—35 for very low-income households and 12 for moderate-income households. The application used Assembly Bill 1287 to stack density bonuses resulting in a reported increase above base zoning.
The property is located at the corner of Fourth and Bryant Streets near major transit options such as Caltrain Station and Central Subway stations. Construction is projected to last around 28 months from groundbreaking to completion. The estimated cost has not been disclosed.
